The 211 Connecting Point Contact Center provides a coordinated entry system for people currently experiencing homelessness.

Coordinated Entry callers will speak to a 211 Consumer Service Representative (CSR), who will walk them through a series of questions. The caller’s answers are entered by the 211 CSR into HUD’s Homeless Management Information System (HMIS), which can be accessed only by designated organizations that provide housing services.

Callers have access to emergency shelter, as well as long term/permanent housing, by going through the Coordinated Entry process.

The Coordinated Entry system provides a telephone hotline that serves as a centralized gateway for people who are homeless and in need of services in Nevada and Placer counties.

People who are homeless may call 1-833-3PLACER (1-833-375-2237) in Placer County, and 2-1-1 in Nevada County (or 877-847-0499 from outside Nevada County). Callers will be asked questions to determine their eligibility for various housing programs. Their needs are shared with participating Homeless Resource Council of the Sierras' homeless service providers.

The Homeless Resource Helplines help homeless service agencies throughout Placer and Nevada Counties better coordinate services and prioritize needs. Homeless individuals have their needs assessed in a consistent manner, and the confidential data is placed into a centralized database, the Homeless Management Information System (HMIS). The Crisis Resolution Center provides a toll-free 24-hour telephone number (available to teens and family members residing in Placer County only) for referrals, personal support, advice, and counsel to teens and parents/caregivers/guardians in crisis.

The Crisis Resolution Center provides solution-focused, trauma-informed, and person focus family intervention; which resolves family crises and establishes reunification of children ages 12-17 with their families. The Crisis Resolution Center, located in Loomis California, is a six-bed (co-ed) facility with counseling services, fully licensed and professionally staffed to provide short-term out-client family services and short-term residential care.

The Emergency Warming Center (EWC) in Truckee provides shelter when winter weather triggers opening.


Weather Triggers That Allow Opening:

  • A temperature of 15 degrees F. or less with windchill
  • One foot or more of snow predicted overnight
  • Other severe or extreme weather condition/s as forecasted by the National Weather Service such as heavy rain or winds
  • and sufficient staff and volunteer coverage

Guest Rules:

  • No violence. Physical actions, sexual advances, threatening behavior, verbal harassment, or foul language.
  • No possession or use of alcohol, drugs, medical marijuana, or weapons in or around the perimeter of the Warming Center.
  • If you come into the EWC under the influence of drugs or alcohol, you must be able to take care of yourself and follow all of the guest rules. Or the hospital and police will be involved for safety.

Volunteers of America (VOA) Family Shelter, Home Start Inc. is a non-profit emergency shelter (operating 24/7, 365 days a year) for homeless families in Placer County.

To stay at Volunteers of America Family Shelter, a referral through the Coordinated Entry system is required. To receive a referral, call the Placer County Homeless Resource Helpline at 833-375-2237 (833-3PLACER).

Services include:

  • Intensive Case Management
  • Housing advocacy

  • Individual units – so rather than a nomadic shelter, each family will have their own unit
